Hankinnassa valitaan kaikki ehdokkaat, jotka täyttävät kaikki kelpoisuus- ja vähimmäisvaatimukset. Kelpoisuus- ja vähimmäisvaatimukset on kuvattu osallistumispyynnössä ja sen liitteissä. Osallistumishakemus on sitova ja se tulee laatia suomen kielellä.
