Dynaaminen hankintajärjestelmä on kaksivaiheinen. 1. Dynaaminen hankintajärjestelmä perustetaan. Osallistujat voivat hakea hankintajärjestelmään. 2. Hankintayksikkö käsittelee osallistumishakemukset 3. Dynaamisen hankintajärjestelmään sisältyvät työvaatteet ja -jalkineet sekä henkilösuojaimet kilpailutetaan järjestelmän sisäisellä kilpailutuksella/sisäisillä kilpailutuksilla.
