Senaatti-kiinteistöt sekä Puolustuskiinteistöt perustavat dynaamisen hankintajärjestelmän, jonka kautta hankitaan erilaisia tilaelementtejä tarvittaviin työympäristö-, majoitus- ja sosiaalitiloihin sekä väistötiloihin lyhyisiin ja pitkäkestoisiin tarpeisiin vuokrausperiaatteella. Hankintoja tehdään tarpeen mukaan. Dynaamisen hankintajärjestelmän sisäisissä kilpailutuksissa tarkennetaan mukana olevat Tilaajat sekä kilpailutettavat ratkaisut. Järjestelmään voi hakeutua tarjoajaksi koko järjestelmän voimassaoloajan. Järjestelmään hakeutuminen ei tarkoita suoraan osallistumista kilpailutettaviin hankintoihin, vaan tarjoajan tulee hyväksymisen jälkeen erikseen jättää tarjous avattaviin kilpailutuksiin. Hankintakohtaiset vaatimukset, kuvaukset ja muut asiakirjat ovat nähtävillä kilpailutuksen avaushetkellä dynaamiseen järjestelmään hyväksytyille toimijoille. Hankittavat tilaelementit sekä näiden yksityiskohtaiset vaatimukset määritellään jokaisessa sisäisessä kilpailutuksessa erikseen.
