Hankinnan kohteena on Lapin hyvinvointialueen henkilökuljetukset. Hankittavia kuljetuksia ovat vammaispalvelulain (VPL) ja sosiaalihuoltolain (SHL) sekä erityishuoltolain mukaiset kuljetukset kotihoidon kuljetukset, veteraanien ja sotainvalidien kuljetukset, työ- ja päivätoiminnan kuljetukset. Hankintaan voi sisältyä muita mahdollisesti tarvittavia henkilökuljetuksia sekä taksiautolla suoritettavia tavarakuljetuksia, esimerkiksi laboratorionäytteiden kuljetuksia. Hankintaan sisältyvät kuljetukset kuvataan kunkin hankinnan osalta erikseen. Hankintaan ei sisälly esimerkiksi Kelan järjestämiä taksikuljetuksia (Kela-taksit), ambulansseilla tapahtuvia potilassiirtoja, vainajien kuljetuksia, kuorma- tai pakettiautolla toteutettavia tavarakuljetuksia tai linja-autolla toteutettavia tilausajoja.
