Основната цел на настоящата обществена поръчка е да бъде избран външен изпълнител за изготвяне на инвестиционен проект във фаза „Технически проект“ за обекта (сградата на здравната служба в с. Дебрен), упражняване на авторски надзор по време на строителството и изпълнение на строително-монтажни работи (СМР) и всякакви други съпътстващи и свързани дейности, необходими за изпълнение на СМР в съответствие с одобрения проект. Настоящата обществена поръчка се възлага в изпълнение на Административен договор за предоставяне на безвъзмездна финансова помощ по програма „Развитие на регионите 2021-2027“ по процедура чрез директно предоставяне на безвъзмездна финансова помощ BG16FFPR003-2.002 „Подкрепа за интегрирано градско развитие в 40 градски общини“, въведена в ИСУН за целите на административните договори под номер и наименование BG16FFPR003-2.006 „Подкрепа за интегрирано градско развитие в 40 градски общини“, № от ИСУН- BG16FFPR003- 2.006-0075-C01 от 27.11.2025 г. за изпълнение на проектно предложение № BG16FFPR003-2.002-0029 „Повишаване качеството на живот, качеството на предоставяните публични услуги, развитие на местния бизнес и по-ефикасно оползотворяване на потенциалите на територията за развитие на устойчив туризъм и популяризиране на местните културни, исторически и природни забележителности“, с бенефициент Община Гърмен, съфинансирани от ЕС чрез Европейския фонд за регионално развитие (ЕФРР). С оглед посоченото, опазването на околната среда следва да бъде приоритет за Изпълнителя при изпълнението на строителството, предмет на настоящата обществена поръчка. По време на изпълнение на строителните дейности Изпълнителят следва да вземе мерки за намаляване на емисиите на шум, прах и замърсители. При изпълнение на строителните и монтажните работи Изпълнителят трябва да ограничи своите действия в рамките само на строителната площадка.
