What the buyer is looking for
This lot covers the technical preparation of the offshore and landfall surveys required for the German section of the Baltic Sea Hydrogen Collector (HYBHC). The aim is to create a reliable, consistent and awardable basis for the preparation, tendering and mobilization of subsequent survey activities. For this purpose, the existing project, GIS and survey basics must be examined, evaluated with regard to completeness, quality, maturity and usability, and existing data gaps, assumptions, interfaces, risks and decision-making needs must be documented comprehensibly. The existing geophysical, geotechnical and environmental survey scopes shall be adapted to the selected offshore route and landfall and consolidated taking into account the relevant regulatory requirements. In addition, an overarching survey program, a survey execution framework and a strategy for obtaining the necessary…

… approvals, communications and approvals must be developed. The results, including the necessary registers, GIS-based overviews and documentation, shall be prepared in such a way that they can be used as a robust basis for administrative coordination, follow-up procurement, scheduling and mobilisation decisions. A UXO desktop study can be commissioned as an option. The lot does not cover the physical execution of the surveys, the final survey execution planning and the granting of permits. This lot covers the technical deepening of the technical, safety and systemic bases for the further development of the German BHC section (HYBHC). The focus is on the structured recording and assessment of material project risks, the derivation of suitable risk management measures and the classification of safety and approval-relevant requirements for the subsequent planning phases. In addition, the transport function, possible operational cases, expansion conditions and system boundaries must be examined in such a way that the technical feasibility and the subsequent design basis can be assessed comprehensibly. In addition, hydrogen-substance-specific questions on materials, welded joints, components and qualification certificates must be included, so that technical uncertainties are addressed at an early stage and robust foundations for design, verification and other project decisions are created. The aim is to increase the degree of project maturity by means of an integrated risk, safety, system and qualification assessment and to prepare the subsequent pre-FEED phase in a technically robust manner.
