Benötigt werden Leistungen in folgenden Stufen: - Stufe I Planung (LPH 1-2 HOAI) - Stufe II Ausschreibung und Vergabe Baupartner - Stufe III Qualitätssicherung Mit dem Zuschlag sind zunächst die Leistungen nach Stufe I beauftragt. Die Leistungen der Stufen II und III können später im Sinne eines Stufenvertrags ganz oder teilweise abgerufen werden.
