Mit diesem Vergabeverfahren soll der wirtschaftlichste Auftragnehmer gefunden werden, der die notwendigen Beratungs-, Konzeptions- und Implementierungsarbeiten zur Erfüllung der erwähnten Projektziele übernimmt.
