Die Vergabe dieser Leistungen erfolgt in einem mehrstufigen Vergabeverfahren auf Grundlage der Vergabeverordnung VgV. In der ersten Stufe des Teilnahmewettbewerbs sucht der NDR kompetente und einschlägig erfahrene Bewerber, die anhand von Wirtschaftsdaten des Unternehmens und erfolgreich abgeschlossenen Referenzprojekten ihre Leistungsfähigkeit nachweisen können. Der NDR wird auf Grundlage einer Auswahlmatrix 4 Bewerber auswählen, denen in der zweiten Stufe der Angebotsphase Gelegenheit zur Entwicklung eines individuellen Vermarktungskonzepts und eines Honorarangebots gegeben wird. Mit diesen Bietern werden direkte Verhandlungsgespräche geführt und auf Grundlage einer Zuschlagsmatrix der Bestbieter in dem Verfahren ausgewählt
