Die BWI GmbH (im Folgenden "BWI" genannt) erwägt einen Rahmenvertrag für die Weiterführung und Skalierung des Internettransitzugangs mit bis zu 500 Gbit/s am Standort Bördeland in Höhe von 14.869.161,11 € Euro (netto) bis zu 22.303.741,67 Euro (netto) (Obergrenze) im Wege eines Verhandlungsverfahrens mit Teil-nahmewettbewerb nach § 11 Abs. 1 Satz 1 Alt. 2 VSVgV zu vergeben. Der Rahmenvertrag wird mit einer Laufzeit von maximal 7 Jahren (3 Jahre Grundlaufzeit, mit 4-maliger Verlängerungsoption um jeweils 12 Monate) abgeschlossen. Der Auftragnehmer (AN) soll der BWI als Dienstleistung eine IP-Transit-Breitbandleitung zum Internet für das Rechenzentrum Bördeland bereitstellen. Dazu gehört die Bereitstellung eines Blackholing-Verfahrens als ISP-Verfahren (Verfahren des Internet-Service-Provider) für den Schutz gegen DDoS Angriffe. Unter dem Blackholing Verfahren versteht man ein automatisches Umleiten von Denial of Service- (DoS) und Distributed Denial of Service- (DDoS) Angriffen auf ein sogenanntes Blackhole (schwarzes Loch), damit diese Angriffe ins Leere laufen. Damit wird vermieden, dass solche IT-Angriffe Auswirkungen auf die Internetleitungen und -leistungen sowie die daran angeschlossene DMZ (DeMilitarisierte Zone als Sicherheitsübergang) samt nachgelagerten IT-SysBw-Netzwerk haben. Das Blackholing-Verfahren ist ein Provider-Verfahren, das an die jeweilige Providertechnologie gebunden ist. Die Leistung selbst wird ausnahmslos in der IT-Infrastruktur des gleichen ISPs bereitgestellt.
