Art der Leistung Das Landesamt für Zentrale Polizeiliche Dienste Nordrhein-Westfalen beabsichtigt, im Zuge der vorliegenden öffentlichen Ausschreibung mit einem Wirtschaftsteilnehmer eine Rahmenvereinbarung über Transport- und Umzugsdienstleistungen für das Landesamt für Zentrale Polizeiliche Dienste (LZPD) NRW abzuschließen. Die Rahmenvereinbarung hat eine Mindestlaufzeit von zwei Jahren. Es besteht die Möglichkeit die Rahmenvereinbarung zweimal jeweils um zwei Jahre zu verlängern. Die Rahmenvereinbarung hat somit eine Maximallaufzeit von sechsJahren. Umfang der Leistung Im Hinblick auf die Rahmenvereinbarung werden keine Mindestabnahmemengen vereinbart. Nach Rechtsprechung des EuGH vom 17.06.2021_RS C - 23/20 - ist der Auftraggeber zur Sicherung der Transparenz und Diskriminierungsfreiheit im Wettbewerb dazu verpflichtet, einen Höchstwert anzugeben. Eine Abrufverpflichtung kann daraus nicht abgeleitet werden. Der Höchstwert der anliegenden Rahmenvereinbarungen wird auf 200.000 EUR beziffert.
