Gegenstand dieser Ausschreibung ist der Abschluss eines Rahmenvertrags für Mobilfunkkommunikation. Zurzeit verwaltet der Oberbergische Kreis in der Hauptverwaltung ungefähr 500 Mobilfunkverträge. Alle Verträge liegen derzeit bei der Telekom Deutschland GmbH und laufen nach und nach, spätestens jedoch bis zum 20.01.2028 aus. Eine Auflistung, wann wie viele Verträge auslaufen, findet sich in den Vergabeunterlagen. Der Rahmenvertrag soll über eine Höchstmenge von 590 Mobilfunkverträgen abgeschlossen werden. Vor dem Auslaufen der bestehenden Verträge (spätestens 28 Tage vorher) ist eine Portierung der bestehenden Rufnummern durch den Auftragnehmer vorzunehmen. Zum Zeitpunkt der Ausschreibung sind bereits 77 Verträge ausgelaufen und sollen nach Vertragsabschluss zum Auftragnehmer portiert werden.
