Under this framework agreement, the Contractor undertakes to deliver SAF Certificates pursuant to the technical specifications outlined in Annex 1. Besides the BBk, the institutions that are participating members of the Eurosystem Procurement Coordination Office (EPCO) hereinafter referred to as "PEMs" (participating EPCO members)) shall be entitled, pursuant to paragraph 2 "Opening clause for members of the Eurosystem Procurement Coordination Office (EPCO)" of this Framework Agreement, to procure the goods and services included in this framework agreement. To this end, the Lead Central Bank (BBk) shall conclude framework agreements with up to five (5) economic operators.
